25 Years Ago 1992. Investment in research and development slowed during the second half of the 1980s and began to decline slightly in constant dollars after 1989, according to a National Science Foundation report. ... Xerox Corp.’s Palo Alto research center announced the development of “smart paper,” a Windows application software package that allows the user to retrieve, store, distribute, and organize documents without being near a PC. ... The U.K.’s first autonomous underwater vehicle began sea trials and took a 200-km research voyage under the Greenland Sea’s Arctic ice.


15 Years Ago 2002. NSA’s budget for FY 2003 was $5 billion, an increase of $240 million over FY 2002. One-third of the increase resulted from the proposed transfer of $76 million in existing programs from NOAA. ... The Subcommittee on Environment, Technology and Standards approved, by voice vote, a bill to reauthorize the Sea Grant College Program for five years. The bill rejected the administration’s proposal to move the Sea Grant College Program from NOAA to the NSF. ... Delmar Systems Inc. and Shell Exploration and Production Co. established a world-record depth for moored vessels. The Transocean Sedco Forex fifth-generation semi, Deepwater Nautilus, was moored in 8,009 ft. of water in the Gulf of Mexico.


10 Years Ago 2007. Raytheon Co.’s Excalibur precision-guided 155-mm artillery round passed the final testing hurdle for fielding. Excalibur provided operational flexibility and reduced logistical burden for deployed ground forces. ... The U.S. Department of Interior’s Minerals Management Service (MMS) proposed amendments to its regulations regarding oil and natural gas production. The proposed rule clarified requirements for documents that operators had to submit to MMS. ... The U.S. Coast Guard opened an investigation into 50 missing merchant mariner files from a sealed box sent via FedEx.
