1986. Sen. Paula Hawkins (R-Fla.) championed legislation to create a permanent ban on leasing within 20 to 30 miles of Florida's west coast and 30 miles from the Florida Middle Grounds. ... An annual forecast by Battelle predicted that research and development expenditures in 1986 would reach $116.8 billion, an increase of 4.4 percent when adjusted for inflation. ... The U.S. House of Representatives introduced a measure that would require imported lobsters to meet the same conservation standards as those caught domestically.

1996. The initial phase of the differential global positioning system kicked off at the Coast Guard Navigation Center in Alexandria, Virginia. ... 2001. The U.S. Navy announced the results of its Judge Advocate General Manual investigation of the terrorist bombing of the USS Cole in Aden, Yemen. The Navy found that the commanding officer acted reasonably in adjusting his force protection posture based on his assessment of the situation when Cole arrived in Aden. Officials also concluded that even perfect implementation of all force protection measures would not have prevented the attack. ... Former Secretary of the Navy Richard Danzig expressed frustration with Newport News Shipbuilding Inc.'s failure to deliver on its promise to cut the Navy's costs on aircraft carriers and submarines. ...
